Trump administration bans use of teen pregnancy prevention funds for radical gender ideology and explicit content

The Trump administration has issued a sweeping directive restricting the use of federal funds under the Teen Pregnancy Prevention Program (TPPP), barring grantees from promoting "radical gender ideology," sexually explicit content or curricula based on "discriminatory equity ideology." In a policy notice released Wednesday, July 2, the U.S. Department of Health and Human Services (HHS) said the program must strictly adhere to providing "medically accurate and age-appropriate programming" focused solely on reducing teen pregnancy. "HHS is committed to ensuring a flourishing and healthy American youth, including through reducing teen pregnancy," said Dorothy Fink, acting assistant secretary for health. "Prioritizing parental involvement in the education of children on the most sensitive topics creates a healthy environment for children to engage with medically accurate and age-appropriate material." The policy also reiterates parental rights to opt their children out of such programming, citing a recent Supreme Court decision affirming those rights. Additionally, the agency emphasized that no taxpayer dollars may be used to promote "anti-American ideologies," specifically calling out equity-based curricula.

HHS departs from the Obama-era implementation of the TPPP

The move marks a sharp departure from the Obama-era implementation of the TPPP, which was established in 2010 and embraced Comprehensive Sexual Education (CSE) over abstinence-only models. Organizations such as Planned Parenthood, a major proponent of CSE, have been key players in delivering sex education to youth, reaching over 1.3 million participants in the 2023 to 2024 fiscal year alone. Planned Parenthood affiliates have received substantial federal grants over the past decade. Most recently, they were awarded more than $7 million annually, amounting to over $35 million across five years, to implement sex education programs nationwide. One such program, the "Get Real" curriculum led by the Planned Parenthood League of Massachusetts, received $1 million per year in federal funding. The curriculum has come under fire from conservative advocacy groups such as the Massachusetts Family Institute (MFI), which claims the content is inappropriate for students as young as 11. "PP's 6th-grade curriculum teaches children how to enthusiastically consent to sexual activity, promotes solo and mutual masturbation, and directs teachers to lead children through inappropriate sexual role-playing scenarios," MFI said. The group further criticized the curriculum's price tag, up to $1,599, arguing that taxpayers should not be funding what it views as sexually explicit material for minors. In line with this, Dr. Kurt Miceli, Medical Director of Do No Harm, applauded the HHS for its move. "The Trump administration should be applauded for this move to protect minors from radical ideological indoctrination presented under the guise of healthcare.
