Ukraine to get "secret" permission to launch Storm Shadow missiles against Russia

The United States and the United Kingdom may allow Ukraine to use Storm Shadow missiles for long-range strikes inside Russian territory without it becoming public until the first one is fired, according to a report by The Times on Friday, September 20. Storm Shadow cruise missiles are a joint creation of the U.K. and France, which calls its variant the SCALP-EG. Both British and French variants have a range of about 155 miles and have been supplied to Ukraine. The Times reported that Western diplomats are prepared to renounce Ukraine's use of Storm Shadows in attacks on Russian territory but will refrain from making an official declaration to avoid publicizing the move since it would provide Russia a warning. Previous escalations Ukraine has done with the backing of the U.S. and its Western allies were not declared publicly until after the event. For instance, when President Joe Biden gave Ukraine the authority to use U.S.-supplied weapons in Russian border regions, it was first disclosed by media reports and later admitted by the administration only after they were first used. Russian President Vladimir Putin warned that the use of American- or North Atlantic Treaty Organization (NATO)-provided weapons in long-range strikes on Russian territory would put NATO at war with Russia. (Related: Putin warns of NATO's formal entry into war if it allows Ukraine to carry out long-range missile strikes.) "It would mean that NATO countries, the U.S., European countries, are at war with Russia," Putin said early this month. Storm Shadows and other precision-guided missiles given by NATO countries need Western intelligence to be fired. Early this year, a German military leak showed that British soldiers are "on the ground" in Ukraine to assist in firing the Storm Shadows. One of the sources The Times spoke with said the U.S. wants to move quickly on the escalation because senior members of the Biden administration are concentrated on "legacy building" as the November presidential election nears.

Ukraine ambassador issues appeal to use Western long-range weapons to attack Russia

Meanwhile, Ukraine's ambassador to the U.K. Valerii Zaluzhnyi on Sunday, Sept. 22, issued a fresh appeal to utilize Western long-range weapons to attack Russian territory, stating they are "critically important" for Kyiv's success. Zaluzhnyi warned it was a "critical time" for allies to display "fortitude" and "patience" in strengthening Ukraine's defense, as U.K. Foreign Secretary David Lammy asked allies to show "guts." Speaking at the Labour Party conference in Liverpool, Zaluzhnyi insisted that lifting restrictions on the weapons would be critical to Kyiv's defense. "Modern weapons with long-range air and ground abilities are critically important. Lifting restrictions on [the] use of weapons against military targets in Russia is critical. This would help protect civilians from Russian missiles and… bombs," Zaluzhnyi said. "This winter in Ukraine will be the most difficult. As we know, I believe in the resilience of the Ukrainian people, but without additional help, the price will be very, very high." The U.K. and the U.S. have stopped short of permitting to launch Western long-range missiles like Britain's Storm Shadow weapons at targets within Russia. British Prime Minister Keir Starmer went to Washington early this month to talk about the issue with Biden, but no decision was made, with both leaders continuing to resist authorizing the use of the missiles. Ukraine, meanwhile, said it hopes to organize a second "peace summit" this year to talk about how to end the war, and it wants Russia to attend. However, Russian Foreign Ministry spokeswoman Maria Zakharova stated Moscow's representatives "are not going to participate in any" talks on a 10-point "peace formula" proposed by Kyiv to end Russia's occupation of all Ukrainian territory. "This process has nothing to do with a settlement. It is yet another show of fraud by the Anglo-Saxons and their Ukrainian puppets," Zakharova said.
