Report: Top intelligence agency warned PM Trudeau that China was funding candidates in 2019 Canadian election

Canadian Prime Minister Justin Trudeau had been warned by top intelligence agency about candidates receiving money from China during Canada's 2019 federal elections. A Nov. 7 report from Global News elaborated on this warning, citing sources who reached out to the publication. The sources said the Canadian Security Intelligence Service (CSIS) – the country's counterpart of the U.S. Central Intelligence Agency (CIA) – identified at least 11 candidates who were directly funded and influenced by the Chinese Communist Party (CCP). While the CSIS did not identify the 2019 candidates by name, it remarked that politicians from both the Liberal and Conservative parties were involved. According to the intelligence agency, the Chinese Consulate in Toronto "directed a large clandestine transfer of funds" to a network which included the 11 candidates and "numerous Beijing operatives who worked as their campaign staffers." The money was allegedly coursed through a member of the provincial parliament for Ontario and a staffer for one of 11 candidates. Separate sources aware of the situation said a CCP proxy group acting as an intermediary had transferred around CA$250,000 ($184,775). The sources also divulged that CSIS warned Trudeau and some ministers in Ottawa in January 2022 about the covert funding. This endeavor, the service added, sought to subvert Canada's democratic process. "Those efforts allegedly involved [coursing] payments through intermediaries to candidates affiliated with the CCP; placing agents into the offices of [members of parliament] in order to influence policy; seeking to co-opt and corrupt former Canadian officials to gain leverage in Ottawa; and mounting aggressive campaigns to punish Canadian politicians whom the People's Republic of China views as threats to its interests." The sources explained that they divulged the details of the briefs to Trudeau so that Canadians can clearly understand China's attacks on Canadian democracy. They requested Global News to withhold their names for fear of retribution.

Trudeau previously expressed admiration for the CCP

Trudeau's office did not directly answer a series of questions from Global News regarding the sources' revelations. It also did not respond to a query regarding the need for more stringent federal rules against foreign influence on Canadian politics. "Protecting Canadians' security is our top priority. Threats, harassment or intimidation of Canadian citizens are unacceptable, and all allegations of interference are investigated thoroughly by our security agencies," said a statement from Trudeau's office. "As threats evolve, so must the methods used to address them." The statement added that the prime minister has given Public Safety Minister Marco Mendicino "the mandate to improve collaboration between Canadian security agencies." Trudeau's indirect response to Chinese interference is not surprising given his earlier expression of support toward China's dictatorship. Back in November 2013, the son of former Canadian Prime Minister Pierre Trudeau stated his "admiration" for China during a "ladies night" fundraiser event. "There is a flexibility that I know [former Prime Minister] Stephen Harper must dream about. Having a dictatorship where you can do whatever you wanted, that I find quite interesting." Foundation for Economic Education Managing Editor Jon Miltimore drew parallels between Trudeau's response to the Freedom Convoy and Beijing's response to the 1989 Tiananmen Square protests. In a February 2022 piece, he said that Trudeau's use of martial law against the truckers protesting vaccine mandates is similar to how the CCP sent in the People's Liberation Army to suppress the pro-freedom demonstrations. "Justin Trudeau, however, remembers something else," wrote Miltimore. "For him, China's regime represented a dream: 'A dictatorship where you can do whatever you wanted.'"
